Project Manager

Job Summary

PCL Civil Constructors is seeking a Project Manager in Norfolk, Virginia, to lead complex civil infrastructure work and guide project delivery from planning through closeout.

Project Details

The role supports medium-sized construction projects within PCL’s Civil East operations, including potential design-build delivery. Projects are managed across safety, quality, budget, schedule, contracts, and stakeholder expectations.

Responsibilities

• Direct contract administration, technical coordination, project controls, and overall execution.
• Establish the project safety plan and promote strong health, safety, and environmental practices.
• Manage design compliance, constructability, quality, cost, schedule, risks, and opportunities.
• Prepare performance reporting and oversee subcontracts, purchase orders, payments, and closeout activities.
• Coordinate design management and quality audits when working under a design-build delivery model.
• Communicate with clients, project partners, and decision-makers while managing expectations.

Required Experience

• Bachelor’s degree or diploma in engineering, construction management, or a related discipline.
• Eight to ten years of progressive construction experience; leadership and mentoring experience preferred.
• Knowledge of construction materials, specifications, methods, law, building codes, safety, and quality practices.
• Strong planning, organization, time management, budget, scheduling, risk management, and relationship-building skills.
• Working knowledge of Microsoft Office, project management platforms, scheduling software, and emerging construction technology.
