Program Manager

Job Summary

Black & Veatch is seeking a Program Manager for its Infrastructure Advisory team in the greater Los Angeles area. This full-time role leads major infrastructure engineering, procurement, and construction programs serving public-sector and specialized infrastructure clients.

Project Details

The position supports utility, energy, municipal, government, and other infrastructure programs, including large EPC and engineering service engagements with multiple clients, partners, and delivery contractors.

Responsibilities

• Direct end-to-end program execution across engineering, procurement, construction, and startup activities.
• Manage cost, schedule, quality, safety, contractual compliance, financial performance, risk, and client satisfaction.
• Lead multidisciplinary teams, coordinate third-party and client-procured subcontractors, and provide staffing and resource planning.
• Advise owners and regional leaders on program controls and project execution strategies.
• Manage stakeholder communications, support contract negotiations and business development, and drive continuous improvement.
• Develop team members and represent the company in senior client-facing settings.

Required Experience

• Bachelor’s degree or equivalent experience.
• Typically 12 years of experience, including substantial utility operations, program management, risk management, and financial experience.
• Experience leading large teams and complex EPC or infrastructure programs.
• Successful candidates must complete applicable pre-employment screening and onboarding requirements.

Compensation and Benefits

The salary range is $131,974-$224,354 per year. Benefits include medical, dental, vision, disability coverage, wellness programs, paid time off, company-matched 401(k), and employee ownership through the ESOP. A performance-based bonus may also be available. The role uses a hybrid schedule, with three office days and two remote days during non-travel weeks.
