Pre-Construction Manager- Southwest District

Job Summary

Kiewit is seeking a Pre-Construction Manager to lead estimating and preconstruction activities for transportation and water projects in Utah and Idaho, initially based near Salt Lake City.

Project Details

The Southwest District delivers heavy civil and infrastructure work throughout Arizona, Idaho, Nevada, and Utah, including highways, bridges, airports, transit systems, power plants, water and wastewater facilities, dams, canals, and tunnels.

Responsibilities

• Direct conceptual and detailed estimating, preconstruction planning, risk analysis, and contingency development.
• Coordinate with engineering, procurement, construction teams, subcontractors, and suppliers to improve constructability and pricing.
• Lead value engineering, proposal development, and pursuit strategy activities.
• Manage and mentor estimators and other preconstruction professionals.
• Engage clients to clarify objectives and present budgets and preconstruction approaches.
• Maintain compliance with company procedures and applicable industry practices.

Required Experience

• Bachelor’s degree in construction management, engineering, or a related discipline.
• At least 10 years of preconstruction or estimating experience, preferably with CMGC, CMAR, or PDB delivery models.
• Infrastructure experience in transportation, water, or wastewater construction.
• Knowledge of self-perform construction and industrial project delivery.
• Strong leadership, communication, and client-facing capabilities.
• Experience with WinEst, Timberline, or comparable estimating software.
• Ability to work safely, meet deadlines, travel as needed, and work overtime or weekends when required.
